Abstract

A recorded conversation on deliberative accountability in finance, and on whether capital can be steered by a process it does not control. The question put to the panel: can a new kind of public participation inform the legal stewards of trillions in pension funds, so that investment is judged on societal outcomes rather than on return alone?

About this conversation

Pension funds are held by stewards with a legal duty to the people whose money it is — and almost no mechanism for asking those people what they want beyond the return. This session asked whether a deliberative process could supply that mechanism, and what it would take for its answer to carry weight with people who are not obliged to listen.

The recording is above, and it is the work: this series publishes the conversation as it happened rather than a write-up of it. What follows is the record of who was in the room and how the session was run.

Participants

  • Professor Emmeline Cooper — expert in sustainable investing
  • Tim MacDonald — lawyer and financial theorist
  • Forrest Sparks — participatory process designer
